In Russia there is a Moscow based Elite, Moscow is the key of Russia, Without Moscow & Moscow City the Finances for the Federation would be much lower, Moscow as a Limited influence over the Regions (oblasts) but most regions need funding from the Capital city.

Be in the Moscow Elite or having Friends in the Russian Federation that are members of the Elite could bring some privileges and boost your career.

There is only less than 1%≤ of Russians that are in the Russian Elite, probably less than 100 000 people's in Russia and 5000 in Moscow. (Around 0.01%)

Currently most Westerners are not really welcome to the Federation — except from neighbouring countries as Poland & Baltic States, Most Basic Westeners are just classified are non desirable in to the Russian Federation, to be accepted you must prove strong Ties to Russia. Non desirable mean many services in Russia could or would not work for you. For example getting a SNILS number (social number, needed for work) or a Tax ID Number could be very difficult.

Westeners To be long term accepted in the Russian Federation — you must prove that you are not nocive to Russia, Be of Good character, Having a familly in Russia or a Stable Business in Russia can really help you to Stay, in the Federation and get a VNG permit the only valid document for a Foreigner to stay a long term in Russia.

Having a Property in Russia is really needed for a long term stay, rent is not enouth. When you get a property you can register yourself, and be definitely a Russian Permanent Resident, then with a VNG you enjoy almost all the rights of a "Russian."
